A regular meeting of the Carrington School District #49 Board of Education was held on November 12, 2019, at 7:00 P.M. in the high school ITV room.  Present:  Angela Kutz, Joel Lemer, Tonia Erickson, Scott Fetch and Kevin Wolsky.  Absent: none.  Kimary Edland recorded the minutes.

President Fetch called the meeting to order and declared a quorum present.

It was moved by Lemer, seconded by Kutz and carried (all voting yes on voice vote) to approve the minutes from October 15, 2019.

Financial reports for the Activity Fund, Building, Special Assessment, Capital Projects, General, Hot Lunch Funds and elementary project were reviewed.  It was moved by Kutz, seconded by Wolsky and carried (all voting yes on voice vote) to accept the reports as presented.

Bills and the October check registers were presented.  It was moved by Kutz, seconded by Erickson and carried (all voting yes on voice vote) to approve the check registers and payment of bills.

The Board heard a presentation from Kara Geiger regarding the North Dakota Community Foundation.  It was moved by Kutz, seconded by Lemer and carried (all members voting yes on voice vote) to establish a Carrington Public School Endowment Fund through the North Dakota Community Foundation.

Dr. Duchscherer and the Board congratulated Andy Braaten and Pat Boehmer for receiving the Presidential Award for Excellence in Mathematics and Science Teaching.  Mr. Braaten and Mr. Boehmer outlined the application and selection process and reviewed their trip to Washington DC where they were presented their award.

Dr. Duchscherer reported that he has completed the elementary and high school principal evaluations, the technology director evaluation and the business manager’s evaluation; that enrollment as of November 6, 2019 was 511; that he attended the Carrington Health Center recruitment committee meeting, the community census committee meeting, the school law seminar, the NDSBA conference, the NDCEL conference, and the first meeting of the K-12 coordinating council; he presented the SEEC November update; informed the Board that storm make up days for October 10 & 11 will be March 6 and 19; and presented a thank you card from the Jay Wolsky Family.

Mrs. Helseth presented elementary updates on parent teacher conferences; Student Council activities for American Education Week, concession at 5 & 6 GBB, and helping with Pastries for Parents; professional development on relationship mapping and reading/language arts curriculum; Title I family night, 6th graders codiong with Michael Simons, the JV One Act performing for the 5th & 6th grade; elementary concert; 5th grade flag etiquette and Veteran’s Day presentation by the Legion Auxiliary; 5th grade Health Nutrition exercise with Donna Anderson; Connie Hafner and Kristee Pages’ classes visiting Golden Acres; Cardinal Way Awards for the 3rd graders for classroom behavior and 5th graders for recess behavior, the Lion’s Club will be doing vision screening; and a group of teachers will be attending Minecraft Coding Training.

Mr. Nowatzki presented high school updates on academics including parent teacher conferences, ACT, NDHSAA Team Scholar Awards for the VB team, Girl’s CC team, Boy’s CC team and the One Act, students attendance at University of Jamestown play, 8th grade tour of Lake Region State College, student assembly by Frank White on vaping, computer workshop with Michael Simons and Microsoft staff, digital citizenship lessons, and American Education Week; professional development for staff on relationship mapping and his attendance at the NDCEL conference; student activity including fall sports result, NHS Halloween food drive, National FFA Convention, NW Music Festival, One Act regional competition, Student Council Angel Tree project, FFA blood drive, and the Christmas Concert.

Lunch Committee:  A meeting is scheduled for December 11, 2019 at 4:30 P.M.

Technology Committee:  A meeting is scheduled for Wednesday, November 20, 2019 at 4:30 P.M.

Facility Committee:  Joel Lemer presented updates on the elementary school warranty work.  The fuel tank in now in, but there is no slab, the basketball ball court has been re-poured, still working on the kitchen tile, trees and landscaping, and Midwest Mechanical on the air noise.

Transportation Committee:  The committee scheduled a meeting for December 9, 2019 at 4:00 P.M

Calendar Committee:  Kevin Wolsky was appointed to the calendar committee.  A meeting is scheduled for Wednesday, November 20, 2019 at 6:00 P.M.

Joel Lemer and Angela Kutz reported on the sessions they attend at the NDSBA Convention.

Scott Fetch reviewed the superintendent evaluation noting no concerns at this time.  It was moved by Wolsky, seconded by Erickson and carried, (all voting yes on voice vote) to approve the evaluation as presented.

It was moved by Lemer, seconded by Erickson and carried, (all voting yes on voice vote) to approve the first reading of the revised bullying policy.

It was moved by Lemer, seconded by Erickson and carried (all voting yes on voice vote) to approve an open enrollment application with transportation for a Midkota School District student to attend Carrington School.

It was moved by Wolsky, seconded by Kutz and carried (all voting yes on voice vote) to approve an open enrollment application with transportation for two Kensal School District students to attend Carrington School.

It was moved by Lemer, seconded by Erickson and carried (all voting yes on voice vote) to approve an open enrollment application with transportation for a Midkota School District student to attend Carrington School.

It was moved by Wolsky, seconded by Lemer and carried (all voting yes on voice vote) to approve an open enrollment application with transportation for a Midkota School District student to attend Carrington School.

It was moved by Kutz, seconded by Wolsky and carried (all voting yes on voice vote) to approve an open enrollment application with transportation for a Kensal School District student to attend Carrington School.

It was moved by Kutz, seconded by Erickson and carried (all voting yes on voice vote) to approve an open enrollment application with transportation for 3 Kensal School District students to attend Carrington School.

It was moved by Erickson, seconded by Lemer and carried (all voting yes on voice vote) to hiring Dr. Jeff Schatz as consultant to help in creating the next strategic plan for the Carrington School District.

The next regular meeting of the Board of Education will be Thursday, December 12, 2019 at 7:00 p.m.
