CARRINGTON SCHOOL DISTRICT #49
BOARD OF EDUCATION MEETING
February 13, 2018


A regular meeting of the Carrington School District #49 Board of Education was held on February 13, 2018, at 3:30 P.M. in the high school ITV room.  Present:  Bruce Bachmeier, Angela Kutz, Kevin Wolsky, Scott Fetch, and Joel Lemer.  Absent: none.  Kimary Edland recorded the minutes.  

President Scott Fetch called the meeting to order and declared a quorum present. 

It was moved by Bachmeier, seconded by Lemer and carried (all voting yes on voice vote) to approve the minutes from January 9, 2018.

Financial reports for the Activity Fund, Building, Special Assessment, Capital Projects, General, and Hot Lunch Funds and elementary school project were reviewed.  It was moved by Lemer, seconded by Kutz and carried (all voting yes on voice vote) to accept the reports as presented. 

February bills and the January check registers were presented.  It was moved by Bachmeier, seconded by Wolsky and carried (all voting yes on voice vote) to approve the check registers and payment of bills.

Mrs. Helseth reported on elementary happenings including a webinar on a possible new reading/language arts curriculum, Gearing up for Kindergarten, February assembly on bathroom behavior expectations and millionaire recognition, Spelling Bee, Lion’s vision screening, NWEA testing, handwashing presentation and Bingo for Books; principal activities including teacher evaluations, standards referenced reporting, MTSS, AR, working on the 2018/2019 schedule, state assessment training and lock-down and secure-in-place drills.

Mr. Nowatzki reported on academics and activities including results from state dance, FFA judging, VCSU Emerging Leaders business competition, Math Counts, ND All-State Choir, regional wrestling and GBB district, reported that Joan Copenhaver has been selected as the 2018 ND School Counselor Association Counselor the Year, and he presented the results  for the ND Partnership for Success 2017 youth survey results; student leadership including student council’s work on Snowball week and the Velvatones doing singing valentines, and he reported that there are 21 students eligible for National Honor Society; professional development on MTSS training, staff development on Teacher Learning Communities, Data Team meeting, reported that he was part of the AdvancEd review team at Lisbon School and that he will be attending training for the ND State Assessment.

Dr. Duchscherer reported that he attended the ND Association of School Administrators conference, presented the East Central Special Education Unit profile, and presented an updated school district strategic plan, end of the year spring social information, and information on school accountability from the DPI.

Facility Committee:  Joel Lemer reviewed the minutes from the February 12th elementary project meeting.

Technology Committee:  Kevin Wolsky and Angela Kutz reported on the meeting from January 31, 2018 where the committee reviewed the 2017/2018 plan and purchases, the current technology equipment inventory and software purchases, and received input from all members in regard to future technology needs.  They also reviewed the 2018/19 plan.  It was moved by Lemer, seconded by Bachmeier and carried (all voting yes on voice vote) to approve the 2018/2019 plan and purchases as presented.

Negotiation Committee:  Scott Fetch and Joel Lemer reported on the health insurance discussion with the CEA and Sanford representatives.  They scheduled a meeting for February 27th, 2018 at 12:30 p.m. with the elementary principal.

February 13, 2018 continued:  Finance Committee:  Joel Lemer and Kevin Wolsky reported that the committee is still working on a preliminary budget to present to the Board.

It was moved by Bachmeier, seconded by Lemer and carried (all voting yes on voice vote) to approve advertising for bids for the school district’s health insurance plan with deductibles of $100, $500, $1,000, $1,500, and $2,500.

It was moved by Lemer, seconded by Kutz and carried (all voting yes on voice vote) to set June 5, 2018, 11:00 A.M. to 7:00 P.M., Carrington High School commons area as the date, time and place for the school board election and to authorize the business manager to publish filing deadlines for candidates, prepare ballots, and to publish notice of election in accordance to state law. 

It was moved by Bachmeier, seconded by Wolsky and carried (all voting yes on voice vote) to approve the Department of Public Instruction reconfiguration of instructional days applications.

The next regular meeting of the Board of Education will be Tuesday, March 13, 2018 at 4:00 p.m.
