CARRINGTON SCHOOL DISTRICT #49
BOARD OF EDUCATION MEETING
August 14, 2018


A regular meeting of the Carrington School District #49 Board of Education was held on August 14, 2018, at 7:00 P.M. in the middle school ITV room.  Present:  Angela Kutz, Kevin Wolsky, Scott Fetch, Tonia Erickson, and Joel Lemer.  Absent: none.  Kimary Edland recorded the minutes.  

President Fetch called the meeting to order and declared a quorum present. 

It was moved by Kutz, seconded by Lemer and carried (all voting yes on a voice vote) to approve the minutes from July 12, 2018, July 24, 2018, and August 5, 2018.

Financial reports for the Activity Fund, Building, Special Assessment, Capital Projects, General, and Hot Lunch Funds were reviewed.  It was moved by Lemer, seconded by Kutz and carried (all voting yes on a voice vote) to accept the reports as presented. 

August bills and the July check registers were presented.  It was moved by Wolsky, seconded by Erickson and carried (all voting yes on voice vote) to approve the check registers and payment of bills.

Mrs. Helseth presented updates on beginning of the year activities including the ice cream social; training on reading mastery, Powerschool standards and OpenCourt Reading; meetings with the substitutes, paras, and 504 plans; and she updated the Board on fresh fruits & vegetable grant, TEAM, backpack program, ESSA Workshop, and reported that there are 262 students in grades K-6.

Mr. Nowatzki presented high school updates on students including parent meetings for fall athletics, Student Council Senior Cabinet and Class Rep meetings, 8-12 grade registration, and 7th grade orientation; on staff including substitute teacher and new teacher meeting and staff development days; and he presented the Class of 2018 exit survey, a report comparing exit survey data from 2015-2018, and the Class of 2016 at 18 month post-graduation, a MTSS Behavior Pathway draft, and Carrington High School by the numbers report for 2017-2018.

Dr. Duchscherer presented the teacher professional development days schedule; reported that he hired April Foth as elementary yearbook advisor and that the following positions are still open: JH wrestling coach, assistant speech coach, yearbook advisor, one act play advisor, assistant one act play advisor and 5th & 6th grade boys basketball coach; and he reported that the total enrollment is 497.

Facility committee: Joel Lemer presented updates on the progress of the Elementary School including minutes from the August 13th meeting and change order logs.

Transportation committee:  Scott Fetch & Tonia Erickson reported that the committee met on August 5, 2018 and adjusted the bus routes.

Finance committee:  The committee set a meeting for August 28, 2018 at 7:00 A.M.

It was moved by Wolsky, seconded by Lemer and carried (all voting yes on voice vote) to approve the Student Assessment Plan.

It was moved by Lemer, seconded by Erickson and carried (with Kevin Wolsky voting no on voice vote) to approve the first reading of the Anti-discrimination policy.

Mr. Fetch opened the meeting up for public comment in regards to the Title Program.  It was moved by Lemer, seconded by Kutz and carried (all voting yes on voice vote) to approve the consolidated application.

It was moved by Kutz, seconded by Erickson and carried (all voting yes on voice vote) to approve the emergency plan for K-12 school building.

It was moved by Lemer, seconded by Wolsky and carried (all voting yes on voice vote) to approve a no tuition agreement for two Midkota students to attend Carrington School District.

It was moved by Wolsky, seconded by Lemer and carried (all voting gyes on voice vote) to approve a no tuition agreement for a Kensal student to attend Carrington School District

It was moved by Lemer, seconded by Erickson and carried (all voting yes on voice vote) to approve a no tuition agreement for a New Rockford student to attend Carrington School District.

Discussion was held on the asbestos abatement bids with no action taken.

The Board toured the middle school, high school and elementary building.  They set Sunday, August 26th from 3:00 – 5:00 as the date and time for the elementary school open house.

The next meeting of the Board of Education is scheduled for September 11, 2018 at 7:00 P.M.
